Question:
What are the requirements for insulation of accessible internal conductors?

Decision:
1) A conductor inside an appliance, which is accessible to the standard test finger shall
comply fully with the requirements of double or reinforced insulation unless it is a flexible
cord complying with the relevant IEC Standard as specified in clause 25.
2) For interconnection cords, only approved or equivalent cords shall be used.
3) For conductors inside an appliance but which are accessible during a cleaning operation
and which are not moved or mechanically stressed during normal use, supplementary
insulation can be provided by a single thickness of less than 1.0 mm, if it is in compliance
with the requirements for cable sheaths in 22.21 and withstands the electric strength test of
16.4.
