Decision approved by the CTL
during its 43rd meeting in
Johannesburg
Question: A manufacturer has presented a new type of insulation (backsheet) for use on PVmodules.
The insulation material (plastic) is sprayed onto the back of the module. After it is hardened, a
second layer is sprayed onto the module. These 2 layers passed all tests of IEC 61730-1 and -2.
Basic standards (e.g. IEC 60364-4-41 clause 4.12.1) do not allow varnish/paint to be used as
insulation. Spray-on insulation is something like paint but IEC 61730-1 and -2 say nothing against
such an insulation.
Is the use of a spray-on, or similar type of electrical and environmental coating system allowable
for certification to IEC 61730-1 and IEC 61730-2?
Decision:
Requirements for construction and performance as specified in IEC 61730-1:2004 and IEC 61730-
2:2004, respectively, are sufficient for evaluation of unique insulating systems on photovoltaic
modules. Although these standards provide suitable rationale for evaluating the construction and
performance of the samples obtained by the CBTL, the issue of certification remains at the
discretion of the NCB.
