求大神指教如何整改
如图为一支玩具枪的弹射物，黄色部分为EVA材料，端部为黑色塑料，客户指定按照ASTM F963-11来做测试。测试结果是在主轴向拉力施加至50N左右时，不是黑色端部脱落就是黄色EVA从中间断开，脱落或断开部分均为小零件。按照“4.21.1.1 No projectile intended to be fired from a toy shallhave any sharp edges, sharp points, or small parts that would fit within the cylinder shown in Fig. 3.”我判定该样品不符合现行F963的要求。请教给位同行，如果遇到这种案例该怎么判，还有就是如果判定不合格又该如何整改。谢谢
Projectile Toys—These requirements relate to certain,
but not all, potential, unexpected hazards that might be caused
by projectile firing toys and by the firing of improvised
projectiles from such toys. Certain well-recognized hazards
that are inherent in traditional toys such as slingshots and darts
are not covered by these requirements. The discharge mechanism
as well as the projectile shall conform to the requirements
specified in this section after testing in accordance with the
appropriate test methods described in 8.5-8.10 and 8.14.
肯定不合格 弹射物也要做滥用测试的。

我也判为不合格，但是客户说拿到香港BV，对方什么都没说就出给报告了，还说美国海关对这方面也不是特别在意 这样的情况要看脱落或者断裂后是否还可能用弹射器发射，如果不能用来发射的话也是合格的。
