19.1 中有Unless otherwise specified, the tests are continued until a non-self-resetting thermal cutout operates or until steady conditions are established. If a heating element or an intentionally weak part becomes permanently open-circuited, the relevant test is repeated on a second sample. This second test shall be terminated in the same mode unless the test is otherwise satisfactorily completed.

而在19.2中又有 Appliances with heating elements are tested under the conditions specified in Clause 11 but with restricted heat dissipation.
19.2中写按11章测试条件测试，测试时间30min（此时间针对IEC 60335-2-23的产品中手持式器具）是否可以理解成另有规定，是否不用按19.1做到稳定状态？

个人认为 conditions specified in Clause 11 包括11.7.

19.2 的异常是电参数改变， 测试时间和安装方式及其他都是参考正常温升；注意特别的19.2 也要看一下。
