In CSA standards, “shall” is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the standard; “should” is used to express a recommendation or that which is advised but not required; and “may” is used to express an option or that which is permissible within the limits of the standard.

个人理解：
Shall 必须-----------应
Should应该---------宜
May可以------------可

sometimes, it's not so specific, to fulfil and guarantee the safety requirements is the first priority...

shall 应指满足本规范必须遵从的强制性要求
should 应该指在多个可能性当中,认为特别合适,但不排斥其它的可能性.或是优选一套措施,但不是要求.或是
在否定证据当中不赞成某个措施但也不禁止
