在IEC 60335-2-9 2012版6.1标准里的红色字和删除横线内容是什么意思？？？

各位前辈!这里想问一下IEC 60335-2-9  2012版6.1里，标准里很多条款都是涂上了红色字体。这是什么意思呢？
另外，第7章，很过关于表面温升超过90K的描述被涂上红色，同时划上删除横线。意思是贴Hot surfaces被禁止了吗？超过90K就不可以过了？

如：
