区别已经写清楚了，满足CE和UL不能保证满足本土要求。

Notifying Suppliers must comply their products with the Ministerial Order to Provide Technical Standards for Electrical Appliances and Materials, in which the technical requirements correspond for all Electrical Appliances and Materials are stipulated as essential requirements.
The concrete technical standards harmonized with these essential requirements are denoted in the Circular Notice of Interpretation for the Ministerial Order to provide Technical Standards for Electrical Appliances and Materials, in which there are two types of technical standards — the traditional Japanese standards in the Appendix Table 1 to 11, and the standards based on IEC standards with some deviations*1) in the Appendix Table 12. While the Notifying Suppliers may freely choose which type of technical standards to apply, it is not possible to select and apply mixture of the technical standards in the Appendix Table 1 to 11 with the standards in the Appendix Table 12 except as otherwise expressly provided.
It is necessary to note that satisfying the foreign standards does not mean fulfillment of the obligation in the Electrical Appliances and Materials Safety Act, even if the products have earned the CE mark or the UL mark.

在《电气用品安全法》下，对于PSE认证依据的技术标准有两套：一套是日本本土标准(“第1项”标准);一套是引用IEC标准并加上日本国家差异的标准，也称为J标准或“第2项”标准。日本经济产业省(METI)在认可第三方认证机构的认证范围时，会在授权认证的产品旁注明使用的是“第1项”还是“第2项”标准，一般日本国外机构都倾向于J标准。也有检测认证机构反映，因为日本对电气产品的市场监督抽检一般按日本标准(第1项标准)执行，常常有企业在国内通过了J标准，卖到日本市场抽查时又通不过第1项标准。可见这是《电气用品安全法》执行中的一个缺陷，该认证机构建议我国企业用第1项标准，以避免不必要的麻烦。
