楼主能不能把全部的传上来, 这里看不出什么陷阱啊, 也没有说报价会扣钱. 如果是这样, 还真没法相信这种搞笑费用会是来自美华. 如果在美国, 报价扣钱可能会被告上法庭的, 美华会出这种霸王条款真的是搞笑, 不配在类律师行混  3 U5 K" e3 k* O# `. O

估计是楼主理解有误, 第二步不做是不会扣钱的, 因为你回签了报价单, 不回签是不会扣的, 因为合同并没有生效[s:3]

After UL has sent out the Estimated Completion Date Letter to the Applicant or Applicant's authorized agent; in case either UL or the Applicant terminates the Project, the Applicant agrees that UL will be entitled to charge 50% of the Estimated Service Fee.- ?' ~+ E+ L" _
