美國加州於1986年開始實施「安全飲用水及有毒物質法案」 (The Safe Drinking Water and Toxic Enforcement Act)，又稱為加州65法案，主要是推廣安全、乾淨的飲用水，並促使消費性產品不含會導致癌症或畸形兒的有毒物質。法規精神為：「從事商業行為的任何人，不得將危害物質於未經告示下販售給消費者。」

California Prop 65 affects all products sold or distributed in California, including: Toys, Clothing, Cosmetics, jewellery, Electrical devices, Wires & Cables, etc.. p; V" ^7 p" x7 \7 i

Firms doing business in California and exposing individuals to chemicals “known to the State” to cause cancer, birth defects or reproductive toxicity must:

1 f! Q. l+ [7 J( P. f(1) Provide clear and reasonable warning
* I6 v( U* b+ {# I. r; s& j9 Z(2) Do not discharge listed chemicals into drinking water( r. X7 G( I9 q S
& G% U2 ^+ K! F9 c警告標識內容要求:6 `: ~1 }$ d; w' I* N/ ~) C, V
# d* A- p8 z# m) m1 n ?(1) A warning must be given for listed chemicals unless exposure is low enough to pose no significant risk.6 h* N5 Q/ i- O
(2) Warning labelling is required if the product does not meet the requirements of Proposition 65.
