COMMISSION REGULATION (EC) No 1275/2008 of 17 December 2008是这样定义待机模式的：
‘standby mode(s)’ means a condition where the equipment is connected to the mains power source, depends on energy input from the mains power source to work as intended and
provides only the following functions, which may persist for an indefinite time:
— reactivation function, or reactivation function and only an indication of enabled reactivation function, and/or
— information or status display

对于产品来说，通常为插电，但是产品不在主工作模式.

一般都是带电路板控制，在关机状态下，产品有消耗功率，有多少瓦
